What is Algeria COC certification?The Algerian Ministry of Commerce and Trade issued a notice to all importers in March 2011. The notice emphasized that importers to Algeria are obliged to submit certificates of compliance to prove that imported products comply with relevant legal and regulatory requirements. Decree 09-03 promulgated on February 25, 2009 and Decree 05-467 promulgated on December 12, 2005 stipulate this obligation of importers and specify the control conditions and control procedures for the conformity of imported goods. A notice from the Central Bank of Algeria stated that the Certificate of Conformity (CoC) is also known as the Certificate of Quality Control (Certificate de contrle de qualité). Before each shipment, the importer must obtain the original certificate of conformity in the exporting country as a necessary document for Algerian customs import clearance.

Algeria COC product range:

1. Chemical products: including but not limited to: tires, bicycle tires, pencils, ballpoint pens, rubber condoms, paper and paper products, soaps and detergents, shoe polish, safety matches, fertilizers, water purifiers, cement;

2. Food and agricultural products, including but not limited to: packaged food, milk and dairy products, meat and meat products, juices, beverages, alcoholic beverages, oils and fats, grains, sugar and sugar products, animal feed;

3. Textiles, including but not limited to: fabrics, clothing, yarn, blankets, upholstery items, furniture fabrics, rags, carpets;

4. Fuel and petroleum products, including but not limited to: gasoline, paraffin, petroleum and lubricants;

5. Toys and childcare products (all categories), including but not limited to: dolls, miniatures and simulation models;

6. Footwear, including but not limited to footwear made of the following materials: leather, rubber, plastic, canvas or other simulation models;

7. Mechanical products: including but not limited to: LPG cylinders and accessories, gasoline and kerosene stoves, hurricane lamps, locks, nails, hand tools, bicycles, auto parts, shock absorbers, fan belts, seat belts, brake blocks, spark plugs ;

8. Electronic (including electronic devices) and electrical products, including but not limited to: electronic (including electronic devices) and electrical products, household appliances, photocopiers, computers, printers, other electronic consumables except lamp holders, switches and plugs .

 

The primary objectives of the plan are:

1. Ensure that the product complies with the technical regulations and mandatory standards applicable to Algeria (or their equivalent).

2. Ensure the requirements of Algerian consumers in terms of product quality, hygiene and safety, and environmental protection.

3. Prevent substandard goods and counterfeit goods from entering Algeria.

 

Conformity assessment procedure:

1. The exporter submits a completed application form Request for Certificate Form (RFC), proforma invoice and packing list

2. The above application form should detail the condition of the goods and provide product quality documents such as test reports, technical parameters, quality management system certificates (if any), etc.

3. Determine feasible implementation plans and applicable standards under the plan, take samples and implement laboratory tests

4. On-site inspection will be carried out by an inspection office close to the inspection location after completing the above steps. All costs will be borne by the exporter.

5. After the inspection is completed, the exporter submits the final documents (commercial invoice and packing list)

6. Issuance of COC certificate

Algeria COC certification cycle: The information is complete, and the certification cycle is about 7-10 working days to issue the certificate. If there is no test report, the product will be tested, and the test period will not be counted. The tests are different for different products. Note: For test reports, priority is given to Algerian IANOR standards, followed by international standards ISO or IEC standards, and developed country standards such as BS or EN standards.
